Designing Policy Engines for AI Agent Spending

Autonomous spending requires deterministic controls. A policy engine is where product intent becomes enforceable guardrails.

Start with spend domains

Separate policies by spend domain, not by generic “agent type.” For example:

  • API subscriptions
  • data marketplace purchases
  • infrastructure payments
  • customer refunds

Each domain should have its own risk profile and limit strategy.

Enforce multi-dimensional limits

Single numeric caps are not enough.

Use layered constraints:

  • per transaction max
  • rolling daily/weekly caps
  • per vendor cap
  • chain and asset restrictions
  • request frequency limits

This prevents one prompt or one loop bug from draining budget.

Add contextual rules

Static limits catch only basic failures. Contextual policies catch realistic abuse:

  • reject first-time destination above threshold
  • require human approval if risk score spikes
  • block abnormal geography/time windows
  • quarantine unknown tool-generated destinations

Make policy explainable

Developers and operators need to understand why a transaction was rejected.

Every policy decision should return:

  • decision (allow/deny/review)
  • reason codes
  • matched rules
  • suggested remediation

Explainability reduces debugging time and accelerates safe rollout.

Treat policy updates as deployment events

Policy changes can break production behavior. Add:

  • versioning
  • dry-run evaluation mode
  • canary rollout
  • rollback capability

Your policy engine is not an optional compliance layer. It is the central control surface for autonomous finance. Build it early, keep it explicit, and design for continuous adaptation as agent behavior evolves.
